Non-Residents"},"content":{"rendered":"<h1>Quebec Non-Residents<\/h1>\r\n\u00c9SAD offers French-speaking students an opportunity to study urban planning and regional development in Quebec City, a city whose urban fabric reflects the European and North American planning principles that are still legible in its contemporary territorial dynamics.\u00a0 Although Laval University\u2019s main language is French, the proximity of the English-speaking regions of Canada and the United States means that students often have access to the latest English-language research and literature, in addition to the latest work out of Quebec, France, Switzerland and Belgium.\u00a0 The mobility of its professors and students affords \u00c9SAD a large network with close ties to French and English-speaking countries. <a id=\"a-more-details-quebec-non-residents\" style=\"cursor: pointer; text-decoration: underline;\"><\/a>More &gt;&gt;\r\n<p id=\"more-details-quebec-non-residents\" style=\"display: none;\">As with many North American universities, the academic year at Laval is divided into three 15-week semesters, with the first typically beginning at the end of August or early September (Fall Semester) and the second beginning early January (Winter Semester).\u00a0 The summer semester begins at the end of April or early May, but is not integrated in all study programs.\u00a0 Housing is available on and off campus in the surrounding neighbourhood of Sainte-Foy.\u00a0 The <a class=\"externe\" href=\"http:\/\/www.rtcquebec.ca\/\" target=\"_blank\">RTC<\/a> public transport network provides regular service to campus from many of the city\u2019s neighbourhoods.\u00a0 Living on campus provides first year students, who are unfamiliar with Quebec City, with a place to meet other students through welcome orientation, buddy programs and other activities organised by the <em>Bureau de vie \u00e9tudiante<\/em> (Office of Student Life).\u00a0 Non French-speaking students can enroll in online language courses offered by the <a class=\"externe\" href=\"http:\/\/www.elul.ulaval.ca\/en\/\" target=\"_blank\"><em>\u00c9cole de langues de l\u2019Universit\u00e9 Laval<\/em><\/a> (Laval University Language School) to improve their language skills prior to arriving in Quebec.<\/p>\r\n\r\n<h2>Specifics for Canadian Students from outside Quebec<\/h2>\r\nStudying at \u00c9SAD provides Canadian students from outside Quebec the opportunity to earn a degree in land use planning and regional development, in French, whether or not French is their first language.\u00a0 No additional documentation is required to begin Master\u2019s or doctoral studies and tuition, while a higher amount than that paid by Quebec residents is similar to what students pay in their home province.\u00a0 However, they can apply for bursaries or scholarships which are open to Canadian citizens, as well as for financial aide from their province of origin.\r\n\r\nInformation is provided by the university to Canadian students from outside Quebec.\r\n<h2>Specifics for Non-Canadian Students<\/h2>\r\nStudents who are neither Canadian citizens nor Quebec residents must undergo several additional administrative steps to comfortably settle in Quebec City for the duration of their studies.\u00a0 Admitted students must first obtain a <em>Certificat d\u2019acceptation du Qu\u00e9bec<\/em> (CAQ, Quebec Acceptance Certificate) from the <a class=\"externe\" href=\"http:\/\/www.immigration-quebec.gouv.qc.ca\/en\/immigrate-settle\/students\/index.html\" target=\"_blank\"><em>Minist\u00e8re de l\u2019immigration et des Communaut\u00e9s culturelles du Qu\u00e9bec<\/em><\/a> (MICCQ) before applying for a study permit (<a class=\"externe\" href=\"http:\/\/www.cic.gc.ca\/english\/visit\/visas.asp\">and visa if necessary<\/a>) from Immigration Canada.\u00a0 As this process can take several months, students are strongly encouraged to apply for the CAQ upon receiving confirmation of admission from the university.\u00a0 Delay in obtaining the CAQ or study permit could prevent the student from entering Canada or from beginning classes on time.\r\n\r\nProspective Master\u2019s students should expect to pay around $15,000Cdn for one year of tuition and about $950Cdn per year for insurance. <a class=\"externe\" href=\"http:\/\/www.bbaf.ulaval.ca\/cms\/site\/bbaf\/bbaf\/futurs_etudiants_etrangers\/exemption\" target=\"_blank\">PhD students can apply for exemption<\/a>, thereby reducing their yearly tuition to around $3,000Cdn.\u00a0 Please refer to the budget put together by the <a class=\"externe\" href=\"https:\/\/www.ulaval.ca\/futurs-etudiants.html#c133587\" target=\"_blank\">university<\/a> (in French only).\r\n\r\nScholarship opportunities are scarce for foreign students.\u00a0 American students can apply for financial aide through the <a class=\"externe\" href=\"http:\/\/studentaid.ed.gov\/PORTALSWebApp\/students\/english\/index.jsp\" target=\"_blank\">United States Department of
